  • Overview

    Schedule and coordinate workflow for Harley Marine vessels. Schedule and coordinate flow of work based on customer orders, establish priorities and availability of personnel, equipment, and resources. Select and schedule marine personnel for tugs and barges. Maintain records, process paperwork to ensure proper billing for services to customers. Serve as a liaison between the customers and the vessels.  Maintain communications with vessel Captains and barge PICs regarding change of orders via radio, computer or phone communications. Assist in developing and monitor procedures and programs to track company and crew activities. Dispatch personnel in response to incidents and emergency requests from vessels. 

    Responsibilities

    • Track, monitor and report on daily operations.
    • Employee feedback on scheduling courtesy and communications.
    • Participation in an incident and spill free operation.
    • Maintain a high level of customer satisfaction.
    • Equal distribution of work among marine personnel.
    • Special attention and execution of accuracy of prepared paperwork.
    • Adherence and understanding of Harley Marine Services operating policies and procedures.
    • Thorough understanding of Harley Marine equipment specifications, capacities and performance capabilities.
    • Perform in Harley Marine Services Incident Command System as assigned.
    • Perform related duties as assigned by the Dispatch Manager and the Operations Department.
    • Monitor and ensure managed vessels are in accordance with contract regulations.
    • Occasional industry and marketing events as assigned by the Dispatch manager.

    Qualifications

    • Extensive knowledge West coast terminals preferred.
    • Four (4) year college education in Maritime studies; or equivalent experience.
    • Three (3) years at sea on tugboats, tankers, or oil barges or equivalent military experience preferred.
    • Three (3) years of increasing responsibilities in the maritime industry.
    • Knowledge of tugboat and oil transportation industry as it relates to bunker and terminal work preferred.
    • Knowledge of tug and barge maintenance systems and equipment preferred.
    • USCG license and PIC endorsement on Merchant Mariner Document preferred.
    • Working knowledge of Microsoft Suite applications.
    • Maintain the confidentiality of all sensitive materials and communications.
    • Ability to work independently with minimal or no guidance.
    • Must be capable of calculating barge load and discharge plans after training.
    • Ability to understand and execute complex oral and written instructions.
    • Ability to interface with others using courtesy, tact, and good judgment.
    • Must be physically fit enough to board barges and tugs at sea and in port.
    • HAZWOPER training preferred.
    • Valid First Aid/CPR/AED training.
    • Must be a self-starter and take the initiative during the probationary period and throughout employment.
    • Valid Driver’s License.
    • Ability to obtain TWIC.
    • Must be able to read, speak, write, type, and understand English in person and over telephone.
    • Must be 18 years of age and eligible to work in the United States.

    Job Condition and Environment

    • Required to sit for long periods of time.
    • Infrequent light physical effort required.
    • May be required to board tugs and barges while in port.
    • Work with computers, fax machines, copiers, scanners, Microsoft operating systems.

    Expected Hours of Work

     

    • The candidate selected must be flexible on their hours and be able to adapt to change in order to cover senior rotational shift dispatcher’s vacations and sick time. A general schedule of M-F with the possible combination of days and nights will be the general guideline. Nights and weekends will be expected at the direction of the Dispatch Manager.
