Schedule and coordinate vessel repair & maintenance across the entire Harley Marine fleet, coordinate purchasing of parts and repair services and supplies, schedule routine maintenance requirements for tugs and barges. Perform inspections of vessels for repair & maintenance standards and procedures. Keep Tugs and Barges in compliance with all regulatory agencies. Keep accurate records of all maintenance performed using company software program. Develop and execute annual and five year maintenance budgets. Manage and supervise the Manager, Engineering Projects & Budget, and all Senior Port Engineers. Collaborate closely with Operations and Safety management to coordinate schedules.


  • Schedule, coordinate, and perform flow of work based on customer orders, establish priorities and availability of personnel, equipment, and resources.
  • Develop and execute annual and five year maintenance budgets.
  • Schedule routine maintenance of tugs and barges.
  • Manage oil analysis program across the HMS fleet.
  • Coordinate the purchasing of parts and services for repair and maintenance projects.
  • Develop and maintain fleet-wide inventory controls for spare parts. Maintain inventory of critical spares for each vessel.
  • Perform inspections of vessels for repair & maintenance standards, regulatory Compliance and AWO RCP program.
  • Compile and prioritize worklists for each vessel for both routine and major maintenance (drydock periods).
  • Track actual costs of repair and projects against budget.
  • Perform related duties as assigned.


  • Experience maintaining tugs and barges.
  • 10 years of increasingly responsible experience planning, scheduling, and performing fleet maintenance and repair in the maritime industry.
  • Four year college education in Maritime field or related studies or equivalent experience.
  • U.S. Coast Guard license or U.S. Coast Guard Tankerman endorsement on a Merchant Mariner's Document preferred (current or prior).
  • Ability to obtain TWIC card.
  • HAZWOPER (including Incident Command System) training within 90 days of being hired.
  • First Aid/CPR training.
  • Knowledge of applicable US Coast Guard and ABS regulations and rules.
  • Knowledge of oil transportation and marine industry preferred
  • Knowledge of tugs and barge maintenance systems and equipment.
  • Ability to work with others using courtesy, tact, and good judgment.
  • Maintain the confidentiality of all sensitive communications.
  • Ability to understand and execute complex oral and written instructions.
  • Ability to work independently with minimal or no guidance.
  • Must be physically fit enough to board barges and tugs at sea and in port.
  • Must be able to read, speak, write, type, and understand English in person and over the telephone.
  • Valid State drivers' license.
  • Use of Computer (MS Office Suite), Copier and Fax Machine.
  • Must be legally eligible to enter Canadian territory.

Job Condition and Environment

  • Capable of making decisions and giving directions to facilitate prompt service delivery.

Expected Hours of Work

  • Normal office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
  • Takes communications 24 hours a day, including weekends, concerning vessel maintenance, repair, and operations.
